The potential barriers can possibly be real and perceived across a myriad of areas including verbal communication, written communication, and an overall understanding of the local/regional requirements including any "hidden curriculum" aspects of accessibility.
Even if the person knows what to do, if access to resources is limited to certain aspects of culture and an outsider may not be included per se, then the reality is that the person could be shut out which then reinforces the challenges. This could be potentially challenging if the person is having to address these concerns in another country.
