Telehealth OT - licensure requirements

Am trying to find an official answer to this question: when providing telehealth services is our licensure requirement to be licensed in the state the client is in and where the therapist is or just where the client is?

I know licensure in both the state client and therapist live is required by some states, such as CA:

But am curious about requirements, for example, if we work with clients in CA and are licensed in CA but travel to Europe for a week- can we still with with our clients via Telehealth from Europe?
